Developers Welcome Approval for ‘Non-Polluting’ Construction Work During Winter Pollution Bans

New Delhi / September 25, 2024: Real estate developers have welcomed the latest guidelines issued by the Commission for Air Quality Management (CAQM), which permit “non-polluting work” to continue during the winter months when pollution levels in the Delhi-NCR region typically rise, a statement from prominent developers said.

Developers maintained that blanket construction bans disproportionately affect the labour force. These bans often result in job losses, forcing workers to return to their home states, which disrupts livelihoods and causes delays in the delivery of apartments to homebuyers.

Under the new CAQM guidelines, instead of a complete halt to construction activities, only certain high-pollution activities will be restricted if air quality reaches severe levels. This approach will allow developers to continue interior and other non-polluting tasks without negatively impacting the environment, the statement added.

Manoj Gaur, President, CREDAI-NCR and CMD, Gaurs Group, said, “The allowance for non-polluting construction work is thoughtful and balanced. We appreciate the government for their support towards real estate development while ensuring environmental safety. Developers are extensively prioritizing sustainable practices, and works that are considered essential will continue without contributing to air pollution. Undoubtedly, this decision will help the sector avoid project delays and keep employment steady while adhering to stringent environmental standards.”

“The exemption of non-polluting work during the construction ban strikes a balance between development and environmental concerns.
